(A) There may be established a citizens advisory committee entitled the Stanford Cable Television Advisory Committee (hereinafter referred to as the "Advisory Committee"). The Advisory Committee shall consist of the Mayor and at least two City Council members and two members, whom are appointed by the Mayor and whom shall serve without remuneration. Appointments to the Advisory Committee shall be made without regard to race, creed, color, sex, national origin or religion and appointees may not be employed by, or have interest in, the broadcasting, cable, DBS, SMATV or telephone industries. Appointees must be cable television subscribers residing within the city.
(B) Appointed members shall serve for four years, except that the terms of one of the first appointed members shall be for two years.
(C) The Advisory Committee shall have the following duties and responsibilities:
(1) Advising the government regarding general policy relating to the services provided to subscribers by the grantee;(D) The Advisory Committee may recommend to the City Council the employment of staff and consultants and the appropriation of funds necessary to perform its duties and responsibilities.(2) Encouraging the use of access channels among the widest range of institutions, groups and individuals within the city;
(3) Advising the government on matters which may constitute grounds for revocations and/or termination of the franchise granted herein;
(4) Advising the government as to the advisability of granting or denying applications for new franchises or for authorization to transfer ownership of an existing franchise; and
(5) Advising the government on the establishment of additional advisory committees to address specific issues relating to the operation of this franchise. Nothing in this franchise is intended to prohibit the establishment of such, committees to supervise the accessibility and operation of access channels.
(E) The Advisory Committee shall
meet from time to time as necessary. All meetings of the Advisory Committee
shall be open to the public.
