CHAPTER 36: BOARDS AND COMMISSIONS
§36.01  COUNTY EMERGENCY COMMUNICATIONS COMMISSION.
 

(A) Purpose.  The purpose of the Emergency Communications Commission is to own, administer, staff, operate and fund an Emergency Communication Center and Public Response (E?911) for the citizens of Lincoln County. This will include the telephones, radios and other communication systems used by the fire departments, law enforcement agencies, emergency medical services, rescue squads, disaster emergency services and other emergency agencies within the county. The Commission must adhere to all federal, state, local and Association of Public Communications Officers, Inc. (APCO), rules, regulations and standards governing the administration and operation of communication systems such as described in this section.

(B) Membership.  The city will nominate and have two representatives on the Emergency Communications Commission. If either representative of the city fails to attend two or more of the Commission's monthly meetings without just cause during each term, that representative may be replaced by the city.

(C) Term.  One representative will be appointed for an initial term of three years, and each successive term thereafter will be for three years. The second representative will serve an initial term of two years, and each successive term thereafter will be for three years.

(D) Member remuneration.  Each representative from the city will receive a sum of $20 per month from the Commission if the representative attends the publicly scheduled Commission meeting. This is the only remuneration to be received by the representative from the city, unless prior Fiscal Court approval is obtained.
 
(E) Funding.  The funding of the Commission will be provided by the Lincoln County Fiscal Court, City of Hustonville, City of Stanford, and City of Crab Orchard. The City of Stanford agrees to participate in the funding of the Emergency Communications Commission, with the amount to be paid by the city to be approved by the city. Stanford may withdraw its membership from the Commission prior to the end of each fiscal year of the Lincoln County Fiscal Court. The city understands that for its citizens to be covered by the Emergency Communications Commission and E?911, funding will be required from the city.
