(A) There is hereby created a Police Department by the city.

(B) All positions for the Police Department shall be contained in the Personnel Ordinance, Policies and Procedures, Classification and Compensation Plans, and Job Descriptions.

(C) The positions in the Police Department shall be compensated for their effects in accordance with the adopted pay plan, or as otherwise provided by the City Council.
