(A) The policies and procedures, contained in the 33 pages as prepared by the Department of Local Government in June, 1967 and any amendments thereto, shall be the system of personnel administration for the city, and the 33 pages are hereby adopted by reference as fully as if set forth here in full. A copy of the 33 pages shall be maintained at City Hall for inspection by the public.

(B) The policies and procedures may be waved, altered, or suspended only by a change of ordinance.

(C) If any provision of these policies and procedures or any provisions of their subsequent application is held invalid, such invalidation shall not affect the remainder of this chapter or its applications
