Within nine months of the promulgation of a federal categorical pretreatment standard, the industrial user discharge permit of any user subject to that standard shall be revised to require compliance with the standard within the time frame prescribed by the standard. Where a user, subject to federal categorical pretreatment standards has not previously submitted an application for an industrial user discharge permit as required, the user shall apply for the permit within 90 days after the date of promulgation of the applicable federal categorical pretreatment standard. In addition, the user with an existing industrial user discharge permit shall submit to the Superintendent within 90 days of the date of promulgation of an applicable federal categorical pretreatment standard the information required by this section.
