During the effective period of any water supply shortage as provided for in §§ 52.03 through 52.05, the water superintendent is empowered to promulgate such regulations as may be necessary to carry out the provisions of this chapter, any water supply shortage resolution, or water shortage rate ordinance. Such regulations shall be subject to the approval of the governing body at its next regular or emergency meeting.
