For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.

COMMISSION.  The Water and Sewer Commission.

CUSTOMER.  A property owner or his agent who has agreed to purchase water service from the Commission.

SUPERINTENDENT.  The Superintendent or other person duly employed and authorized by the Commission to supervise the operation of the water system.

WATER SYSTEM.  The water system of the city, as now or hereafter constituted.
